THE ROLE OF EXTERNAL CONTROL IN IMPROVINGPUBLIC TRANSPARENCY OF MUNICIPAL GOVERNMENTS IN THE STATE OF SERGIPE
Abstract
Public transparency is an essential constitutional principle for the supervision of Public Administration, promoting social control and strengthening democracy. This study investigates the role of the Court of Auditors of the State of Sergipe in supervising the transparency portals of the 75 municipal governments between 2018 and 2022. The research, of a descriptive and qualitative nature, was based on the analysis of secondary data obtained from the TCE/SE portal. The results indicate a progressive evolution in transparency levels over the years, highlighting the positive impact of external control. However, deficiencies persist in active transparency, especially in the disclosure of daily expenses and tickets, which 90% of city halls failed to comply with in 2022. It is concluded that the continuous supervision of the TCE/SE contributes significantly to more accessible and clear public transparency.
